There have been a lot of TV shows that covered the type of material handled in this urban novel The Double Life of Tutweiler Buckhead.  Also like the TV shows, rather than there being just one sleuth, it really is a team.  Many stars are team leaders, and in this novel, there is one.  Thomas, a fashionable and very good man, leads the others on his team.  How, he is their liason to the Mayor and other officials.  He drafts their contract and closes their deals.  They spend overnights at his house, and when they have meeting, he facilitates them.
